"Serbian citizenship in a year" is one of the most persistent offers in this market. It rests on something real, and understanding what that something is explains why the offer almost never converts.
The provision it rests on
Serbian law, like most nationality laws, contains a discretionary route: citizenship may be granted where it is in the interest of the state — for scientific, economic, cultural or sporting reasons — without the ordinary residence period. It exists. It is used. It is used for people whose contribution is evident to a minister, and the decision is discretionary rather than procedural.
What is sold is access to that discretion, which is not a thing that can be sold. There is no application form, no published criteria, no processing time, and no appeal.

The ordinary route
- Temporary residence on ordinary grounds, including company ownership and property, renewed periodically.
- Permanent residence after a qualifying period.
- Citizenship after a further period, with a renunciation requirement in the ordinary case and a language expectation.
Total: many years, exactly as elsewhere in the region. Serbia does permit residence to be obtained readily; it is the citizenship end of the process that the marketing compresses.
How to recognise the pitch
- A named official or "connections in the ministry" as the mechanism.
- A fee structured as a large advance with the balance on receipt — the advance being the actual product.
- A timeline stated in months for something whose statutory timeline is years.
- No written contract naming the legal basis of the application.
- An explanation for why the process must remain confidential.
The regional pattern
The same structure appears with North Macedonia, with Albania, and periodically with Bosnia. Each has a discretionary provision, each has an ordinary route measured in years, and the gap between them is where the offers live. The honest version of every one of these countries is: residence is accessible, citizenship is not, and anyone compressing that is selling the advance.
