The language exam for residency and permanent status: levels and how to prepare

People usually think about the language exam at the citizenship stage, but they actually run into it earlier — at the transition to multi-year or permanent status. It's worth preparing from year one, not the last one.

Where and what level is required

1. At first grant of status — usually not required, but there are exceptions: some countries ask for a basic level at filing, for specific categories.
2. At renewal and the move to a multi-year card — an entry level covering everyday communication.
3. For permanent status — a solid everyday level, including the ability to understand documents.
4. For citizenship — higher still, and in some countries an additional exam on history, government structure, and rights.

The scale used is almost everywhere the same common European one, and requirements are stated in exactly those levels — which is convenient: preparing for one level often works for several countries at once.

Which certificate is accepted

• Only from recognized institutions on a list published by the migration authority. A certificate from a language school or an online platform is not accepted.
• With a limited validity period — often one to two years. An exam taken early “just in case” can expire before you actually file.
• Covering all parts — reading, writing, listening, speaking. Partial results are usually not accepted.

Who is exempted

Typical grounds: being above or below a set age, a diploma from a local educational institution, a documented medical condition, long-term residence in the country. An exemption is granted on documents — not on a claim that you already understand everything.

Common mistakes

1. Leaving it until the last moment. Booking an exam slot takes months, and results take weeks to come back.
2. Taking the wrong exam — not from the recognized list, or in the wrong language (in bilingual countries, requirements differ by region).
3. Not checking the certificate's validity period against your filing date.
4. Preparing for conversation instead of the exam format. The exam tests specific skills against a fixed structure; being conversationally fluent doesn't guarantee passing it.

Bottom line

This is the one requirement in the whole procedure that can't be sped up with money and can't be outsourced to a provider. But it is also entirely within your control — unlike quotas and processing times. This material is informational.
