Buying in Cyprus: the question that comes before the apartment
Most Cyprus marketing opens with the coastline. For a buyer the useful opening is duller and comes first: the island is politically divided, and the two halves are not two districts of one market. Everything else on this page — the city, the building, the price — only means something once that is settled.
South and north are not two districts
The Republic of Cyprus controls the south. It is an internationally recognised state and a member of the European Union, and it is where foreign purchases we would discuss take place. The north is controlled by Turkish Cypriots and is recognised as a separate state by Turkey alone. Between them runs the Green Line, a United Nations buffer zone; the UN peacekeeping mission has been on the island since 1964.
This is not background colour. Two properties advertised in the same currency, with comparable photographs and a similar price per square metre, can sit under different registries and different recognition. Title in the north is a materially different subject with its own history of contested ownership, and it is not what we work with.
The practical test is blunt. If a listing, a portal or an agent cannot tell you in one sentence which side of the line the property stands on and which registry holds it, that is the answer to the next question as well. Nothing about the finish or the view compensates for ambiguity here.
What a title check actually covers
A separate registered title for the unit you are buying, in the seller's name. On the front line and in older buildings this is the single most common thing to be missing or delayed, and a contract is not a substitute for it.
Charges against the property or the plot. A developer's borrowing can sit over land on which apartments are being sold, and it has to be established what is registered, and what is released, and when.
Permits for what was actually built, arrears of service charges owed by the seller, and any restriction on letting — short-term letting in particular is governed building by building, and a rental model built on an assumption here can fail entirely.
And the cost stack around the price: VAT, transfer and registry fees, the buyer's own legal work, annual building charges, insurance. A price "from" without these is not a budget, it is an advertisement.
Off-plan adds a second list
A contractual completion date, not a year on a marketing page. What the developer owes if that date passes. The payment schedule and what each tranche is tied to. Who accepts the building on your behalf and against what specification.
And the thing buyers most often leave verbal: exactly which unit, which floor, which orientation and which view are contractually yours. On a coastal island with active construction, "sea view" is a description of today, not a covenant about the plot next door.
Ready buildings trade a different set of unknowns for a different set of certainties. You can walk the common areas, ride the lift, meet the management and read the service-charge history — none of which exists yet in an off-plan sale, and all of which decides how the building lives after year five.

The living costs nobody quotes
Cyprus is compact but built around the car. Traffic drives on the left, a British inheritance, and public transport does not remove the need for a vehicle in most residential areas. The commute to a school or an office matters more to daily life than the distance to the beach.
Summer heat turns glazing, shading, insulation and air conditioning into a monthly bill rather than a specification detail. In a completed home, ask for the summer utility bills. In a new one, ask for the energy rating, the window specification and the climate system.
On the front line add humidity and salt air, which set the real maintenance burden on façades, metalwork and balconies — and therefore the service charge, which is the number that quietly decides whether a rental model works.

Is it safe to buy property in Cyprus?
There is no zero-risk market. In the south the work is ordinary and checkable: registered title, permits, charges on the property, the contract, the letting rules and the full cost of the transaction. Separately, and honestly, the island carries an unresolved political division and sits in a volatile region — that belongs in your own risk assessment rather than in a brochure.
