Citizenship for exceptional services: what it actually is

Almost every nationality law in the world contains a provision allowing citizenship to be granted without the ordinary residence and language requirements, where it is in the interest of the state. It is real, it is used, and it is the foundation of a great deal of fraud.

What the provision actually is

• Discretionary, exercised at ministerial or head-of-state level.
• Not an application route. In most systems there is no form, no published criteria, no processing time and no appeal.
• Used for specific, visible contributions: athletes representing the country, scientists and cultural figures of standing, and in some cases significant investors — but on the state's initiative rather than the individual's.
• Politically sensitive. Grants under these provisions are frequently published and scrutinised, and several have become scandals.

Why it is the basis of so many offers

Because it is genuinely in the law, so the offer can point to a real provision; because there are no published criteria, so nothing can be checked against; and because there is no timeline, so a delay can be explained indefinitely. Those three properties make it the ideal product for an advance-fee operation.

How the offers are constructed

• A named official or ministry connection as the mechanism.
• A confidentiality requirement that prevents you from checking with anybody.
• A large advance, structured as covering fees or securing consideration.
• Timelines in months for a process that has none.
• No written statement of the legal basis and no contract naming a deliverable.

The two things to hold on to

First: if a route requires a personal connection inside a ministry, what is being described is bribery, and participating in it is an offence in your jurisdiction as well as theirs.

Second: people who genuinely receive citizenship this way do not apply for it. They are approached, because their contribution is already visible. If you are the one paying to initiate the conversation, you are not the kind of person the provision is for — and the person taking your money knows that.
