The cycle
- A programme closes, publicly and for stated reasons.
- A period of silence while the market absorbs it.
- Offers reappear, describing either applications filed before closure that can still be joined, a transitional provision, a special channel, or an imminent reopening that can be secured now.
- Advances are collected against the reopening.
- The reopening does not happen, or happens on terms that bear no relation to what was sold.
The grains of truth used
- Transitional provisions are real. Applications validly filed before a closure are usually processed, and the offer trades on that. But you cannot join a queue you were not in.
- Programmes are occasionally revised rather than closed. Portugal removed a route and kept the programme; Hungary reopened one. So "it changed" is sometimes true, which makes "it reopened" plausible.
- Announcements precede implementation. A government statement of intent is genuine and is not a functioning programme, and the gap between them is where the pre-registration offers live.
How to check in ten minutes
- Find the responsible authority's own site and look for the current published rules and application forms. A programme that is open has forms.
- Check the authorised agent list. A reopened programme licenses agents; a rumoured one does not.
- Look for the legal instrument — the law, decree or regulation — and its publication date. Every real programme rests on one.
- Contact the authority directly. They answer, and their answer is free.
The general rule
Never pay to be first in a queue that does not yet exist. Where a programme genuinely reopens, there will be a published rule, a form, a fee schedule and licensed agents — and there will be time. Where those are absent, the only thing being sold is the position in an imaginary line.
