When permanent residence is better than a passport

What citizenship can cost

• Renunciation of an existing nationality, where the country requires it. Irreversible, and it removes your right to return to the country you came from.
• Military service obligations, which attach to nationality and reach citizens abroad.
• Taxation on citizenship in the one country that applies it, creating a lifelong filing obligation wherever you live.
• Reporting duties in your country of origin, where acquiring another nationality must be declared.
• Exposure to a state's obligations generally — jury service, mandatory voting in a few countries, and whatever a future government decides citizenship entails.

Who should stop at permanent residence

• Anyone whose current passport is strong and whose country prohibits dual nationality.
• Families with sons where the new nationality carries conscription.
• People whose objective was stability and access rather than a document.
• Anyone for whom the tax position of the new citizenship is worse than the tax position of residence in the same country.

The one condition to watch

Permanent residence can be lost by absence, and that is the argument for citizenship in a genuinely mobile life. If your pattern involves years outside the country, the permanent status will not survive it and only a passport will. That single question decides the choice for most people who have to make it.
