The claim is repeated more than almost any other in this field. The constitutional provision it rests on is real; what happens in practice is not what is sold.

"Paraguayan citizenship after three years, residence in a week" is among the most repeated claims in this market. As usual, it rests on something real and describes something that does not happen.

What is real

Paraguay's constitution provides for naturalisation after a period of minimum continuous residence, and the period is short by international standards. Permanent residence itself is obtainable on a straightforward documentary basis. Both facts are true and are the seed of the marketing.

What actually happens

  • "Continuous residence" means residence. The naturalisation application is examined for actual presence, ties, and a reason to be Paraguayan. Applicants who obtained a residence card and left are refused.
  • The residence process itself was tightened. The old and famously simple deposit-based route was replaced by a system requiring more documentation and, in the ordinary case, more presence.
  • Naturalisation is decided by a court, with a Spanish language and civics examination and an assessment of integration. It is not administrative.
  • Timelines are years, not the advertised minimum, and refusals are common for applicants whose file shows no life in the country.

What the passport is worth if obtained

Reasonable visa-free access, including the Schengen area for short stays, and Mercosur rights within the region. It is a genuine citizenship of a functioning state, and it is not a European or North American document by any measure.

How the offer is structured

The recognisable pattern: a package price, a large payment on signature, a promised timeline in months, a local "facilitator", and no written statement of the legal basis on which the naturalisation application will be made. The residence card is delivered — it is genuinely obtainable — and the citizenship is not. By then the advance has been paid and the client has a card that proves the seller did something.

The honest version

If you want to live in Paraguay, it is one of the easier countries in the world to obtain residence in, taxation is territorial, and the cost of living is low. Live there for the required years, learn Spanish, and the naturalisation is achievable. Everything else being sold under that name is the compression of those years into a fee.
