Transferring a driving licence: who exchanges and who starts again

A car is not optional here for most households, and a driving licence is one of the first things a new resident deals with. What surprises people is that the process depends entirely on which passport they hold, not on how long they have driven.

Two paths

Exchange. Holders of licences from countries on an approved list swap them for a UAE licence with an eye test and paperwork. No lessons, no examination. The list is set by the authorities and revised; it includes most of Europe, North America, the Gulf, and a number of others.

Full process. Everyone else registers with a driving school, completes the required lessons, and passes theory and road tests. Existing experience may reduce the number of lessons required in some configurations but does not remove the tests.

Neither path is negotiable and neither depends on how well you drive. Check the current list for your licence-issuing country before assuming which one applies.

What to know either way

• A residence visa changes your position. A visitor may drive on an international permit or a home licence in defined circumstances; a resident generally may not, and must hold a UAE licence.
• The original licence is normally surrendered or endorsed on exchange in some configurations, which matters if you need it elsewhere.
• The licence is tied to your residence. It is renewed against a valid visa.
• Car insurance prices your history. A newly issued local licence with no local record is priced as a new driver in some cases, whatever your no-claims history says at home. Bringing a letter from your previous insurer is worth the ten minutes.

The road rules that catch new residents

• Enforcement is automated and comprehensive. Cameras, not patrols, and fines arrive against the vehicle.
• There is no tolerance band on speed limits in every emirate. Abu Dhabi removed its buffer years ago; assuming a margin because there was one where you learned to drive is expensive.
• A points system runs alongside fines, and accumulating them leads to suspension rather than to a larger bill.
• Alcohol and driving carry consequences out of proportion to what visitors expect, and the threshold is effectively zero.
• Unpaid fines block renewals — of the licence, of the vehicle registration, and by extension of the daily business of living here.

The practical order

Residence visa, Emirates ID, then the licence — the counter will not process an application before the identity card exists. If you are in the group that takes the full process, start early: driving schools have waiting lists, and the gap between arriving and being able to drive legally is one that a family with school runs feels immediately.
