Five Dubai districts with the lowest entry price
The five affordable areas in Dubai with the lowest entry price are Jumeirah Village Circle, Arjan, International City, Discovery Gardens and Town Square. Each costs well below the coastal districts, and each makes you pay in another way: distance, density, the age of the buildings or uneven quality between developers.
A low price in Dubai always has a reason. In one district it is the commute, in another it is buildings approaching two decades old, in a third it is dozens of developers working to their own standards.
Below is each of the five: what it is, why it is cheaper and where buyers get caught. Prices are left out deliberately. They move every month, and current listings sit on each district page.

The five at a glance
| District | Homes | Why it is cheaper | Who it suits | Main trade-off |
|---|---|---|---|---|
| JVC | Apartments, some townhouses | Dozens of developers, constant supply | Income-focused investors | Building quality varies, no metro |
| Arjan | Newer apartments | Land available, supply keeps coming | Buyers wanting newer stock | Little capital growth, no metro |
| International City | Studios and one-bedrooms | Ageing low-specification stock | Experienced income investors | Condition and maintenance |
| Discovery Gardens | Compact low-rise apartments | Buildings well over fifteen years old | Landlords letting to tenants without cars | Age, cooling arrangements |
| Town Square | Townhouses and apartments | Outer-ring location | Families, home workers | The commute |
JVC: why is it the default affordable choice?
Because it combines a reasonably central location with entry prices well below the coast. Jumeirah Village Circle lies between Al Khail Road and Sheikh Mohammed Bin Zayed Road, fifteen to twenty minutes from Marina and twenty to twenty-five from Downtown.
It is cheaper because of how it was built. Nakheel master-planned the 8.7 square kilometres, but dozens of independent developers delivered the buildings on separate plots. Roughly 200 projects are complete and more than 100 remain in development, so supply never stops.
The tenant pool is large and varied: young professionals, couples, small families and sharers. Circle Mall and seven international schools within a ten-minute drive serve them.
What to weigh. There is no metro and none is planned, so a parking bay directly affects how a unit lets. Constant new supply caps rent growth. And quality ranges from genuinely good to genuinely poor: visit on a normal weekday, check the lifts and parking, and pull the service charge history.
Arjan: where do you get a newer building for less?
In a district that filled in through the late 2010s and 2020s. Arjan is a mid-density part of the Dubailand region, bordered by Dubai Science Park and Al Barsha South and built almost entirely of apartment buildings rather than houses.
It competes on entry price. Land is available, developers keep building on separate plots, and that continuing supply keeps prices anchored. It is the same independent-plot pattern as JVC.
Tenants are employees of Dubai Science Park and nearby business parks, families priced out of Al Barsha and Dubai Hills, and couples who want newer buildings. They are price-sensitive by definition.
What to weigh. No metro and no realistic prospect of one, so confirm the parking bay, particularly on studios. From roughly November to May, Miracle Garden traffic is disruptive on the main approach roads. Check handover schedules for neighbouring plots: a mass handover next door softens rents for a season.
International City: which Dubai district is the cheapest?
This one, by some distance. International City is the cheapest freehold residential district in Dubai and has been since it was built. Nakheel laid it out on the eastern side of the emirate in clusters themed after countries, from China and England to Spain and Morocco.
The price reflects the stock. The buildings are four-storey walk-ups and low-rise blocks, mostly studios and one-bedrooms, built in the mid-2000s to a low specification. The location is off Emirates Road, far from the coast.
Demand is durable. Many tenants work in or around Dragon Mart, the enormous Chinese wholesale and retail complex next door, and want to live a short drive away at the lowest possible cost.
What to weigh. Condition is the central issue: drainage and sewage problems, maintenance backlogs and owners associations that in some buildings barely function. There is no metro. Inspect in person, and do not buy here as a first purchase or on paper.
Discovery Gardens: which affordable district has a metro?
This is the one. Discovery Gardens has a station on the Route 2020 extension of the red line, connecting to Expo City in one direction and to Marina, JLT, Business Bay and Downtown in the other.
Nakheel developed it between Jebel Ali and Al Furjan in six themed clusters: Mediterranean, Mogul, Zen, Contemporary, Cactus and Mesoamerican. Most are six-storey blocks around landscaped courtyards, with studios and one-bedrooms dominating.
It is cheaper because it is old and compact. Delivery began around 2007, so the stock is well over fifteen years old. In return the district is green, quiet and fully mature.
What to weigh. Maintenance varies by cluster, and weaker buildings have cooling disputes, unreliable lifts and tired common areas. Cooling is billed differently from building to building, and tenants compare total monthly cost, not headline rent. Establish the arrangement in writing before you buy.
Town Square: where is an affordable townhouse in a finished community?
Along Al Qudra Road. Town Square is a master-planned community of about 3.5 square kilometres that Nshama has developed since 2015, with 32 apartment buildings and nine townhouse projects around a central park.
Distance explains the price. This is an outer-ring location: thirty to thirty-five minutes to Downtown off-peak and longer at peak, with Marina similar and no metro in any current plan.
What you get in exchange is consistency. One developer built to one plan, so build quality is even, service charges are set community-wide and management is unified. That removes the building-quality lottery of JVC and Arjan.
What to weigh. Drive the route yourself at the hour you would actually travel. Nshama continues to release phases, so supply keeps values anchored; check what is still under construction near the unit.
How do you choose between the five?
- A fairly central address and the widest choice — JVC.
- A newer building on a limited budget — Arjan.
- The smallest ticket, with hands-on management — International City.
- Metro access and green courtyards — Discovery Gardens.
- A townhouse beside a real park — Town Square.
One thing is common to all five: they are income districts rather than appreciation ones. Expect the return to come from rent.
What should you check before buying cheap?
- The building and its developer, in person — in JVC and Arjan the district average conceals a very wide range.
- Three years of service charge history, and whether the owners association is actually collecting and spending.
- Occupancy in the building and the rents actually achieved, rather than district averages.
- Handover schedules and construction on neighbouring plots.
- The parking bay: without a metro, a unit without one lets at a discount.
A cheap district is not a bad one, and each of the five does a specific job. The mistakes come from buying on a single figure without seeing the building. Start with why the price is low, then choose the district, then the block.
The essentials
Brief answers to the questions this subject most often brings. Each figure carries its period, because rates, visa thresholds and yields change over time.
Which is the cheapest area in Dubai to buy an apartment
International City. It is the cheapest freehold residential district in Dubai: four-storey walk-ups and low-rise blocks on the eastern side of the emirate, mostly studios and one-bedrooms. The price reflects ageing, low-specification stock, a patchy maintenance record and no metro. Current prices are on the district page, and physical inspection is essential.
Why are JVC and Arjan cheaper than the coastal districts
Both were built plot by plot by many independent developers, and land remains available. New buildings hand over constantly and compete with every existing landlord for the same tenants, which caps rent growth and keeps prices anchored. Neither has a metro. The result is a low entry price with limited capital appreciation.
Which affordable Dubai area has a metro station
Of the five in this guide, Discovery Gardens. Its station on the Route 2020 extension of the red line connects to Expo City one way and to Marina, JLT, Business Bay and Downtown the other, which widens the tenant pool to people without cars. JVC, Arjan, International City and Town Square have no metro.
Is International City suitable for a first purchase in Dubai
No. It suits an experienced investor who understands low-cost housing, inspects properly and prices in maintenance and vacancy honestly. It suits poorly a first-time buyer, anyone buying remotely without inspection and anyone attracted purely by a headline figure. Condition varies enormously between clusters, so the building has to be seen.
How is Town Square different from the other affordable districts
It was built by a single developer, Nshama, to a single plan. Build quality is consistent, service charges are set community-wide and management is unified, which removes the quality lottery found in JVC and Arjan. The trade-off is location: off Al Qudra Road, thirty to thirty-five minutes to Downtown off-peak, longer at peak, with no metro.
Will an affordable apartment in Dubai rise in value
Do not count on it. In JVC and Arjan continuing supply caps appreciation. Discovery Gardens is a mature district that tracks the affordable segment rather than leading the market, and in Town Square new phases keep values anchored. All five are income assets: the return is expected to come from rent rather than from resale.
What should I check before buying a cheap apartment in Dubai
The specific building and its developer, three years of service charge history, whether the owners association collects and spends, occupancy in the building and what is completing on neighbouring plots. Confirm the parking bay in districts without a metro. In Discovery Gardens, also establish in writing how cooling is billed for that unit.
