A developer with a Dubai Marina tower from 2010. Most large Dubai buildings buy their air conditioning from a utility, and its charging structure catches out almost every new owner.
In most large Dubai developments, air conditioning is not made in the building — it is bought from a district cooling utility that pipes chilled water to it. The arrangement is efficient and it has a charging structure that surprises nearly every first-time owner.
How the bill is built
- A consumption charge for the cooling you actually use, metered.
- A capacity or demand charge — a fixed annual amount based on the cooling capacity reserved for your unit, whether or not you use any. This is the part people do not expect.
- The capacity charge continues when the property is empty. An unoccupied apartment still incurs it, which materially changes the cost of a void month.
- A connection or reactivation fee may apply, and a deposit.
- In some buildings the capacity charge sits inside the service charge; in others it is billed separately to the owner. Establish which, because comparing two buildings' service charges without knowing this compares nothing.
Why it matters more than it looks
- Who pays is a matter of contract. Consumption is normally the tenant's; the capacity charge is frequently the owner's. Check both your purchase documents and your tenancy template.
- It changes the void calculation. An empty unit in a district-cooled building costs service charge plus capacity charge every month.
- It is not negotiable. The utility is a monopoly supplier to the building; there is no switching.
- Arrears can lead to disconnection, and a disconnected unit is unlettable in this climate.
What to ask before buying
- Is the building on district cooling, or does it have its own chillers?
- What is the annual capacity charge for a unit of this size, in figures?
- Is it inside the service charge or billed separately?
- Who pays it under the standard tenancy in this building — owner or tenant?
- Are there arrears attached to the unit? Settle this before transfer.
- For a building with its own chillers: their age and condition, since replacement is a major reserve item.
How to compare two buildings honestly
Add service charge, community charge and the annual cooling capacity charge together, per square foot, and compare that number. A building with a low headline service charge and a high separate capacity charge can be the more expensive one to hold — and it will look cheaper in every listing.
Tariffs and structures vary by utility and change over time. Confirm the current figures with the building's management and the cooling provider.
