A community with a large park and pedestrian spaces sells exactly those. It is a fair argument: spaces like these genuinely change the quality of life. But they have an annual budget, and the residents pay it.

What the upkeep consists of

  • Irrigation and landscaping. In a desert climate this is the biggest item: water, equipment and staff, all year round.
  • Surfaces and paths: running and cycling tracks, play areas, benches — everything has a service life.
  • Lighting and security in public areas.
  • Cleaning, which grows with occupancy.
  • A reserve for renewal — major works come every few years and cost a noticeable amount.

What is important to check

  • A separate line for public spaces in the charge budget, not just the total.
  • The trend over several years and what caused any jumps.
  • How the charge is calculated while the community fills up. If upkeep is budgeted for a fully occupied community but only half of it is occupied, the burden on the first residents is higher.
  • Who maintains it: the master developer, an owners’ association or a third-party operator, and under what contract.
  • Collection rates. When they are low, landscaping is the first to suffer — it is visible, and it is the first thing that stops being watered.

How to tell the money is being spent

Walk the community at the end of the season, not after a fresh watering: the state of the lawns, trees and surfaces at the hardest time of year shows the real level of maintenance. While you are at it, look at the earlier handed-over phases — they show what the landscaping looks like after several years, not on a render.

What else to check

  • What has opened of what was promised, and at what occupancy the rest will open.
  • Which phases are being built nearby and for how long.
  • Rents and time on market, separately for apartments and houses.
  • The rush-hour drive and the number of exits.
