UAE Blue Residency visa: ten years of residence for environmental work — who qualifies
The Blue Residency is a 10-year, sponsor-free UAE residence for environmental scientists, award winners, activists and clean-energy investors. Announced in May 2024, nominated via ICP for AED 350, with a 180-day entry visa for AED 1,250. Who it suits — and why it is not a property route.
In May 2024 Sheikh Mohammed bin Rashid Al Maktoum announced a new tier of long-term residence: the Blue Residency. It grants ten years in the UAE to people who have made an exceptional contribution to environmental protection and sustainability, whether inside the country or abroad. Applications run through ICP, the federal identity and citizenship authority, and according to local press reports the first 20 approvals were granted in February 2025.
The Blue Residency sits beside the Golden and Green visas, and it is easy to confuse them. The difference that matters for an investor is simple. A Golden Visa can be obtained with capital, including by buying property. A Blue Residency cannot be bought at any price: it is awarded for a documented professional record and a successful nomination.
Who can apply
ICP's description and the guidance published in the UAE name these groups:

- distinguished members of international organisations working on the environment, energy, sustainability and climate, and prominent members of related associations;
- winners of global, regional or national environmental and climate awards;
- scientists and researchers in marine life, terrestrial ecosystems, air quality and adjacent fields, with researchers nominated through the UAE Scientists Council;
- holders of master's or doctoral degrees in environmental science, energy, sustainability or climate change;
- investors and entrepreneurs in clean energy, and financial backers of environmental initiatives.
Only the last group involves money, and even there the test is activity rather than a cheque size: the investment has to be in the relevant sector, and you have to show it.
How the application works
It is a two-step process. First, a nomination request through ICP's smart services, signed in with UAE PASS: personal details, qualifications, a summary of the environmental contribution and supporting evidence. The nomination fee is AED 350. Once the nomination is approved, the visa application itself follows. The passport must have at least six months' validity.
Since May 2025 applicants who are outside the country can take a separate multiple-entry visa valid for 180 days, designed to let them enter and finish the process locally; local reporting puts its cost at AED 1,250. The residence needs no sponsor — no employer and no UAE company — and it extends to family members.
What it means for a property buyer
Directly, nothing. Indirectly, the Blue Residency confirms a policy line that matters to landlords: the UAE keeps widening long-term, employer-independent residence for people who bring skills or capital. That means a steady inflow of well-paid residents who stay for years — the foundation of long-term rental demand. It also fits Dubai's energy targets: DEWA has raised its clean-energy goal to 36% by 2030, and the specialists for that work have to come from somewhere.
One caveat applies to every UAE residence, blue included: it does not lead to citizenship, and tax residence is a separate status with its own tests — see our note on the UAE tax residency certificate.
For a scientist or clean-energy founder, the Blue Residency can be a ten-year status that costs little beyond paperwork. If you want residence together with a property purchase, start with the property-linked visa tiers and their thresholds.
