The Young Entrepreneurs' Business Setup Program has launched in the UAE, simplifying company formation for young founders and cutting start-up costs. The initiative comes from Creative Zone, the RAKEZ business hub and digital bank Mashreq NEO Biz.
What the package includes

- Tax registration — corporate tax and VAT.
- Basic legal and HR services.
- A virtual office and a year of AWS hosting.
- Logistics discounts and other services.
The combined value of these services is estimated at over AED 15,000; under the programme the package is provided free.
Why this is more than a marketing campaign
Setup cost is not the largest barrier for a founder without capital, but it is the most visible one. And the issue is not the amount so much as its timing: it falls due before first revenue, for services whose value is not obvious to a newcomer. That is exactly the stage at which some people who could have built a working business drop out.

The composition of the package is telling. A corporate account and tax registration are the two points founders stumble over most: banking compliance in the UAE is strict, and opening an account for a new company with no history takes weeks. Closing that gap through an ecosystem removes the obstacle that actually gets in the way.
How it fits the picture
The programme is a targeted continuation of the same line reflected in the UAE's fifth consecutive first place in the Global Entrepreneurship Monitor: small business exempt from corporate tax to 2029, free zones permitted to open mainland branches, a unified penalty system with published schedules.
For the property market the consequence is the same as with all such measures, only with a longer lag: every new founder eventually means an office and a home. But precision matters here: a startup does not lease Grade B space in Business Bay on day one. The effect of programmes like this is measured in years and shows up not in office demand but in how many companies survive long enough to generate it.
