Furnished offices in Business Bay: Rove HQ and the fitted-office model

The standard Dubai office is sold as a concrete shell. The tenant spends months and a large sum turning it into an office, which is why shell floors sit empty for a long time. Fitted and furnished offices invert that entirely — and Rove HQ in Business Bay is a clean example of what the model does to the numbers.

Shell versus fitted, in cash terms

A shell office is a floor with a concrete slab, a core and a facade. Before a tenant can work in it they need partitions, ceilings, lighting, HVAC distribution, data cabling, flooring, a reception and furniture. In Dubai that is a project of two to four months and a substantial capital outlay.

The consequence for a landlord is a long void. Very few tenants will commit to that spend, which narrows the market for a shell floor to established companies with capital and time.

A fitted office removes both barriers. The tenant signs, moves in the following week, and pays a higher rent per square foot for the privilege. The landlord funded the fit-out once and now collects a premium indefinitely, while cutting the void period from months to weeks.

Who actually rents fitted space

Small and medium businesses that need an office now and cannot justify a capital project: consultancies, trading firms, agencies, small financial and legal practices, and the enormous number of newly licensed companies Dubai issues every year.

Regional offices of foreign companies testing the market. They want a proper address without a five-year commitment and without a capital budget approval from head office.

Businesses growing out of co-working. This is the largest single feeder into fitted offices in Dubai: a team that has outgrown hot desks but is not ready to build out a floor.

The common thread is speed and flexibility, and all three groups will pay for it.

The Business Bay office market

Business Bay was conceived as a commercial district and then substantially built as a residential one. The result is a mixed-use area with a lot of small-format office stock, many strata-owned towers, and a very wide quality range from tower to tower.

It sits directly adjacent to Downtown and one exit down Sheikh Zayed Road from DIFC, which makes it the natural value alternative for a business that wants a central address without central pricing. Rents run materially below DIFC for a location that is minutes away.

Metro access on the red line and reasonable parking in the newer towers make it workable for a staffed business, which is not true of every central Dubai office location.

The operational reality

Fitted offices are a more hands-on asset than a shell floor let to one corporate on a five-year lease. More tenants means more turnover, more small maintenance, more administration.

That is why buildings running this model successfully usually have a professional operator handling leasing, facilities and tenant services. If you buy a unit in one, understand what the operator does, what it charges, and what remains your responsibility.

For a passive investor this is a virtue rather than a cost: you are buying into an operated product. For an investor who wants zero involvement and one annual cheque, a single-tenant fitted floor on a long lease is a better fit than a multi-tenant model.

How to underwrite a fitted office

Separate the two components of the return: the rent attributable to the space, and the rent attributable to the fit-out. The second one depreciates. A fit-out has a useful life of roughly five to seven years before it looks dated and needs refreshing, and that refresh is a cost you must reserve for.

Model the vacancy honestly. Fitted offices let faster, but small tenants also churn faster than large ones — a three-person consultancy is a less durable covenant than a bank.

Check the service charge and specifically what it covers. In some fitted-office buildings utilities, cleaning and reception are bundled into a single occupancy charge; in others they are separate and the headline rent looks better than it is.

And confirm the licensing position. A tenant needs a trade licence tied to a physical address with an Ejari registration, and the building must be approved for the tenant’s activity. A building that cannot host the tenant types you are targeting is a problem you inherit.

Where I think the value is

In small fitted units in centrally located, well-managed buildings, bought with a tenant already in place. That combination gives you the yield premium of the fitted model, the letting speed, and none of the initial fit-out risk.

In buildings adjacent to expensive submarkets rather than inside them — Business Bay next to Downtown, the towers around the DIFC perimeter — where you capture demand overflow at a lower entry price.

And in avoiding the trap of paying a fitted-office price for a fit-out that is already five years old. Look at the actual condition of the space and ask when it was last refreshed, because that determines whether you are buying an asset or a liability with furniture in it.
