For a buyer that removes the single largest risk in a new district: the years between handover and the environment actually existing. Here the restaurants have customers, the school runs work and the roads are built.

What "the last coastal cluster" means for pricing
Waterfront supply on the island is finite and this closes it. Scarcity of that kind supports values over long horizons — and it is also fully visible to the market, which means it is priced at launch rather than discovered later.
The practical implication is that the return here is unlikely to come from buying below the district. It has to come from the rent, from the island's continued draw, or from holding through a cycle.

- Which phase and which aspect. On a coastal cluster the difference between a genuine water aspect and a partial one is the whole premium.
- Rental evidence. Yas has a real rental market with real numbers; a projection is unnecessary when actual achieved rents exist.
- Service charge for waterfront communal areas, which on this kind of scheme is the largest ongoing cost.

That is a recognisable stage in a market: when the last plots on the best addresses come forward, the easy land is gone, and the next cycle of development has to happen somewhere less established.
