How to read migration news without making decisions on headlines

This field produces far more announcements than changes. Distinguishing between them is a practical skill, because the industry around it is built on urgency and the urgency is usually manufactured from a headline.

The hierarchy of what you are reading

1. A published law, decree or regulation, with a date of entry into force. This is a change.
2. An official announcement by the responsible authority, with detail. This is a reliable indication of a coming change.
3. A minister's statement of intent. Genuine, and frequently not implemented, or implemented differently, or years later.
4. A parliamentary proposal or draft bill. May not pass, and drafts change substantially in passage.
5. Industry commentary about an expected change. Often accurate and always interested.
6. An agent's newsletter warning of a deadline. Marketing, until verified at level one or two.

The recurring distortions

• "Programme closing" for a threshold rise. A change of terms reported as a closure, because it sells.
• Announcement reported as implementation. Particularly common with new programmes in smaller states.
• A single country's rule reported as regional. "Europe tightens golden visas" describes one member state.
• Old news recycled. A closure from two years ago resurfacing as current, usually attached to an offer.
• Numbers without a denominator. "Applications up 300%" from a small base.

The verification routine

• Find the responsible authority's own page and look for the rule itself.
• Check the date on everything — of the article, and of the event it describes.
• Ask what the source is for a claimed deadline, and whether it appears in any official document.
• Wait a fortnight on anything that is not at level one or two. Nothing genuinely irreversible happens in two weeks, and most announced changes clarify in that time.

The one rule

Never make a payment on the basis of a headline. Every urgent deadline in this market either exists in a published rule, in which case it will still exist next week, or it does not exist at all.
