Al Wasl: mainland Dubai is not uniformly open to foreign buyers

Al Wasl is a mainland district in the middle of the city: villas and low-rise buildings from earlier decades, close to the central arteries. Buying here has a feature the purpose-built freehold districts do not, and it comes before everything else.

The first question

• Foreign freehold in Dubai is granted by designated area, not across the emirate. The Marina, Downtown, the Palm and others were created as such from the beginning; older mainland districts were not.
• Boundaries follow plot numbers, not district names. Neighbouring plots can differ.
• Some of what is offered is a long-term right of use rather than ownership — a different instrument with a finite term and different liquidity.
• Designations change over time, which is why this must be verified now, for this plot, with the Dubai Land Department, in writing, before any payment.

A sales office's assurance is not verification. This is not a question where being wrong is recoverable.

What central older housing offers

• Position. Mid-city, short drives both to the centre and to the coast, without tower-district pricing.
• Low density and mature landscaping, which new districts cannot have by definition.
• An established everyday fabric — schools, clinics and shops that have operated for decades.
• Settled tenants on long leases with low turnover.

And what it costs

• Thin comparable data. These districts trade less often than the tower markets, so pricing is harder to check and an independent valuation earns its fee.
• A narrower resale market and a longer sale.
• Short lets are frequently unviable or not permitted.
• Building age. In houses from earlier decades, services, roof and finishes need a budget that no service charge is accumulating for you.

Who it is wrong for

Anyone who needs liquidity, and absolutely anyone who has taken the freehold status on trust.
