Deira and Bur Dubai are the historic centre on either side of the creek: souks, shops, dense low and mid-rise buildings, and a very large resident population. This is the oldest and deepest rental market in the emirate, and buying here does not work the way it does in the purpose-built freehold districts.
First: what can actually be bought
- This is mainland, not a created zone. Foreign freehold is granted by designated area, and in the old centre such plots are few or absent.
- Boundaries follow plot numbers, so neighbouring buildings can differ in ownership form.
- Part of what is offered is a long-term right of use rather than ownership — a different instrument with a finite term and different liquidity. Establish which you are being offered.
- Verify by plot, in writing, with the Dubai Land Department, before any payment.
Who rents here
This is the key to the district. Demand comes not from overseas investors but from people working in the trade, logistics, services and small business of the centre itself. That gives the market its properties:
- Very steady, non-seasonal demand. It does not depend on tourism or on which new cluster is fashionable.
- Low rents in absolute terms but stable, with short voids: affordable central housing is always needed.
- High occupancy density is normal for the segment, and it affects wear and running costs.
- Walking distance decides everything. Metro, souk, bus interchange — the tenant chooses on those, not on finishes.
What to weigh on the buildings
- Age. Much of the stock was built decades ago; services, roof and finishes need a budget no charge is funding.
- Management. In older stock the gap between a well-run and a neglected building is enormous, and it matters more than the address.
- Parking, designed for far fewer cars.
- Lending appetite, which is more cautious here and constrains your future buyer.

Anyone who needs liquidity, and anyone who has not confirmed the plot's ownership status first.
