The Dubai Land Department (DLD) has announced the launch of an upgraded digital platform, the Initial Registration Platform. It is a fundamental overhaul of how the off-plan market is run, bringing project management, deal registration and Escrow bank accounts together into a single end-to-end, AI-powered tool.
The platform is the evolutionary successor to the Oqood system, speeding up the registration of Sale and Purchase Agreements (SPAs).
Key technology upgrades
1. AI-powered document processing
The platform uses artificial intelligence to scan and read documents: Emirates ID cards, passports, company incorporation documents and SPA contract text. The system automatically extracts data and fills in the required fields, removing manual entry. If a deal fully matches the regulator's standard rules, approval happens instantly on submission.

2. Project 360 analytics module
A built-in analytics hub, Project 360, builds a single live map of every project under construction. The regulator and the developer can see in real time:
- The status of every individual unit or villa.
- The financial state of the Escrow account and incoming cash flows.
- Physical construction progress and the project documentation archive.
- Early-warning indicators that flag potential schedule slippage or financial risk before they become critical.

Registration time for a standard deal has dropped from 30 minutes to under 5 — an 80% speed-up. Communication between the developer, the bank and DLD now runs entirely inside the system, removing the need for phone calls, email chains and in-person visits.
