Shell and core office in Dubai: what it means, what fit-out costs and when rent starts
A shell and core office comes without floors, ceilings or partitions. It is cheaper than a fitted unit, but in our Business Bay model a 1,550 sq ft office needed AED 620,000 of fit-out, about AED 400 per sq ft, and 4–6 months without a tenant.
A shell and core office is a concrete box: the developer delivers the structure, lifts and service connections; the buyer installs floors, ceilings, partitions and internal services. It costs less than a fitted office, but fit-out needs its own budget — about AED 400 per sq ft in our model — and 4–6 months without a tenant.
What does shell and core mean?
The shell is the facade and floor slabs; the core is the lifts, stairs, risers and shared washrooms. Inside the unit there is nothing but bare concrete and connection points: no raised floor, no suspended ceiling, no internal walls.
The opposite format is a fitted office, delivered with flooring, ceilings, lighting, air conditioning and partitions. It can be let as soon as keys are handed over.

How does shell and core compare with a fitted office?
| Shell and core | Fitted | |
|---|---|---|
| Purchase price | lower | higher |
| Fit-out | paid by the buyer | already done |
| Rent starts | 4–6 months after handover | immediately |
| Layout | built for a specific tenant | set by the developer |
The real difference is time rather than price per foot. A fitted office earns from the first month; a shell only after the works are finished.
How much does an office fit-out cost in Dubai?
In our model of a 1,550 sq ft office in Burj Capital, Business Bay, fit-out is budgeted at AED 620,000 — about AED 400 per sq ft. The entry price is AED 5,735,000 and the 4% Land Department fee adds AED 229,400. Fit-out adds roughly 11% to the purchase price.
Contractors quote AED 350–550 per sq ft for a mid-range office and AED 600 or more for a premium one. The range is driven by building services, materials, furniture and IT cabling. Only a cost plan for a specific layout gives an exact figure.
How long does the office sit empty?
Allow 4–6 months for design, approvals and the works themselves. The office earns nothing during that time, while the service charge runs from the building's handover date.
The gap shrinks if you find a tenant before the works and fit the space out for them. The layout then suits from day one, and the lease starts when the works end.
Which approvals does a fit-out need?
The building's management company approves the fit-out and signs off the finished works. The design then goes to the authorities: Dubai Municipality or the free zone authority, Civil Defence for fire safety and DEWA for the power connection. The works are carried out by a licensed contractor.
When is shell and core the better buy?
When the price gap is larger than the fit-out budget plus six months of lost rent. If a fitted office costs AED 400 per sq ft more than a shell or less, the shell makes no sense: there is no saving, only downtime.
The other case for a shell is a large tenant or a coworking operator with its own layout requirements, who would have rebuilt a fitted office anyway. Office projects compared on one method are on our Buying an office in Dubai page.
