The short answer: Russian citizens do not need a visa for Dubai. A reciprocal visa-waiver agreement has been in force since 17 February 2023, and a Russian national can stay in the UAE for up to 90 days within any 180-day period. The entry stamp is issued at passport control on arrival; nothing needs to be arranged or paid for in advance.

The long answer is more involved, and in 2026 it gained details that are now costing people money.

How the 90 days are counted

The rule is a rolling one: what counts is neither the calendar year nor "one trip", but the total number of days spent in the country within any 180-day window. Once you have accumulated 90 days inside such a window, you cannot re-enter visa-free — you have to wait until the earliest days drop out of the 180-day window.

The most common misconception is the "visa run": flying to Tbilisi or Yerevan for two days and coming back. A short trip out does not reset the counter and does not give you a fresh 90 days. It worked in other countries; it does not work here.

What changed with fines in 2026

From 11 February 2026 the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) standardised the overstay fine across all emirates: AED 50 for every day, the same for tourist, visit and residence visas and for cancelled residencies.

The main change is not the amount but the abolition of the ten-day grace period for tourists. It used to be possible to stay a few days longer and leave without consequences. Now the clock starts the day after the permitted stay ends. The fine is recorded in real time in the databases of the ICP and the General Directorate of Residency and is flagged at the automated gates at airports and land borders.

What passport control may ask

Visa-free entry does not mean automatic entry. The officer is entitled to ask for evidence of the purpose of the trip and the means to fund it: a return or onward ticket, an accommodation booking, sometimes proof of funds. In practice most passengers are asked nothing, but the documents should be at hand, not in a suitcase in the hold.

On transit: changing planes in Dubai or Abu Dhabi without leaving the airport requires no visa at all. If you want to go into the city between flights, the same visa-free regime applies.

Where the tourist ends and the resident begins

The 90 visa-free days cover tourism, business meetings, visiting family, medical treatment and viewing property. What they do not give you:

  • The right to work. Employment requires a residence visa and an employment contract.
  • An Emirates ID. Without one you cannot open a current account with a chequebook, connect DEWA in your own name, take out local insurance or sign a long-term lease through Ejari on comfortable terms.
  • Long-term living. Living in the country on back-to-back 90-day stays is possible in theory, inconvenient in practice, and at some point will raise questions.

Buying property, however, does not require a visa status: a foreigner can buy in a freehold zone while in the country as a tourist, and the transaction is registered with the Dubai Land Department in the usual way.

From tourist to resident through property

This is the very transition that most people searching for a "Dubai visa" are actually after. Buying property gives you the right to a residence visa, and there are two thresholds.

  • From AED 750,000 — a two-year residence visa, renewable.
  • From AED 2,000,000 — a ten-year Golden Visa, covering a spouse, children and parents.

The visa is issued on a completed property registered to the applicant; in some cases an off-plan property also qualifies, provided the payment conditions are met. Residency brings an Emirates ID, access to banking products, and the ability to arrange insurance and a school place for a child without restrictions.

The practical takeaway

For a viewing trip to look at districts and properties, nothing needs to be arranged — a passport valid for at least six months is enough. For living, working and ordinary banking you need a residence visa, and for a buyer the most direct route to one is the very property the trip is being planned around. The one thing to watch from day one is the 90-in-180 counter: since February 2026 a mistake with it costs AED 50 a day from the first overstayed date.
