Why processing always takes longer than promised
Quoted timelines are the best case for a perfect file in a quiet month. Four structural factors make the realistic figure a multiple of it.
Every quoted timeline in this field is the best case: a complete file, a straightforward applicant, a month without a backlog. The realistic figure is a multiple, and the reasons are structural rather than incidental.
The four factors
- The clock starts later than you think. Most authorities start counting from a complete application. Documents requested and supplied later reset the count, and the weeks spent assembling do not appear in anyone's statistics.
- Third parties are in the chain. Due diligence firms, police forces issuing certificates, foreign ministries legalising documents, and translators — each with its own queue and none coordinated.
- Volumes move. An announced closure produces a surge; a new programme produces a surge; a quota opening produces a surge. Processing capacity does not move with them.
- Anything unusual goes to a human. A common name, a country of previous residence on a list, a gap in an employment history — each moves a file from automatic to manual, and manual is measured in months.
What actually shortens it
- A complete file at first submission. This is the whole of it. Every request for further information adds weeks, and most are avoidable.
- Documents legalised in advance, before the application rather than after a request.
- Consistency across every document, so that nothing needs explaining.
- Applying outside surges, where the timing is within your control.
What does not
Paying for expedited service where the authority offers none. Following up weekly. Engaging a second adviser. Escalating. In systems where an official expedited route exists it is published; where it is not published it does not exist, and anybody selling it is selling access they do not have.
The planning consequence
Assume double the quoted timeline for anything with a deadline attached — a school year, a visa expiry, a contract completion. Where the deadline is genuinely immovable, start earlier rather than paying more, because in this field time cannot be bought.
