Five Dubai islands where homes are bought
Homes in Dubai are bought on five man-made islands: Palm Jumeirah, Palm Jebel Ali, Dubai Islands, Bluewaters and Jumeira Bay. Three are complete — Palm Jumeirah, Bluewaters and Jumeira Bay — while Palm Jebel Ali and Dubai Islands are still being built, and that is the main thing separating one purchase from another.
An island is chosen differently from a mainland district. All five give you water outside the window. They differ in whether the island is finished, how many homes it holds and how you get off it every morning.
Below is each of the five: who built it, what it consists of and what can go wrong. Prices are left out deliberately; current listings sit on each district page. The World archipelago is not in the five: there is no bridge, access is by boat or seaplane, and most of it is still sand.

The five at a glance
| Island | Developer | Homes | Stage | Main trade-off |
|---|---|---|---|---|
| Palm Jumeirah | Nakheel | Villas, apartments, branded residences | Complete, lived in since 2006 | One road, no schools nearby |
| Palm Jebel Ali | Nakheel | Frond villas, apartments, plots | Under construction, sales since 2023 | Stopped once already |
| Dubai Islands | Nakheel and private developers | New residential projects | Early stage, under construction | Masterplan risk, Deira next door |
| Bluewaters | Meraas | Apartments, penthouses, townhouses | Complete | Small market, slow resale |
| Jumeira Bay | Meraas | Bulgari residences, villas on plots | Complete | Narrowest market in the city |
Palm Jumeirah: what sets the finished island apart?
It cannot be extended, and the supply of homes on it is fixed. Palm Jumeirah is a reclaimed, palm-shaped archipelago built by Nakheel and occupied from 2006.
There are three parts. The trunk is the central spine, lined with apartment towers such as Shoreline, Golden Mile and Marina Residences. The sixteen fronds are almost entirely villas, each with its own stretch of shoreline. The crescent is the outer breakwater, with resorts and branded residences such as Atlantis, Six Senses and One&Only.
What to weigh. There is one road on and off the island plus a limited monorail, and leaving at peak takes a while. Service charges are among the highest in the emirate. On the trunk, some buildings face the sea and others face across the spine at other buildings. It suits poorly a family that needs schools within a short drive.
Palm Jebel Ali: is an island still under construction worth buying?
For a buyer with a long horizon who does not need a finished home, yes. Palm Jebel Ali is Nakheel's second palm, south of the first: roughly twice the size of Palm Jumeirah, with more than a hundred kilometres of shoreline in the master plan.
The land was reclaimed in the mid-2000s. The crisis of 2008–2009 stopped the project, and for fifteen years the island stood empty. Sales resumed in 2023 with villas on the fronds, followed by phases with apartments and plots. First handovers are expected in the second half of the decade.
What could work is what worked on the first palm: shoreline is limited, and there will be exactly as many waterfront villas as the plan draws. A foreigner takes full freehold here.
What to weigh. The project has been stopped once, and that belongs at the top of your model. There is no infrastructure on the island today: roads, services and highway junctions are being built alongside the housing, and a school on the plan is a promise. Living beside construction will take years.
Dubai Islands: is this really beachfront below southern-coast prices?
Yes, and the price reflects the uncertainty of an early-stage district. Dubai Islands is a group of five reclaimed islands off the Deira coastline, relaunched under Nakheel with a revised masterplan: residential, hotels, marinas, beaches and retail, connected to the mainland by bridges.
This is beachfront ten to fifteen minutes from Deira, the airport and the historic centre, whereas the southern coastal districts are thirty minutes or more from all three. Beaches and several hotels are operating.
The history matters most. The land was first launched as Deira Islands, with a programme that largely stalled. That is a reason for scepticism about any element of the current plan that is not contracted and funded.
What to weigh. This is a district under construction, with several years of building around any early-delivered block. Deira next door is dense, old and commercial, not a Palm Jumeirah environment. The islands also lie under the airport approach paths.
Bluewaters: does an island work if you do not want isolation?
It does: JBR beach is a five-minute walk away. Bluewaters is a compact reclaimed island a few hundred metres off the JBR coastline, developed by Meraas and joined to the mainland by a road bridge and a pedestrian link. Ain Dubai, the observation wheel, sits at its centre.
The residential part is small: a handful of mid-rise buildings plus a set of penthouses and townhouses, surrounded by a retail and dining promenade and the Caesars hotel complex. The number of homes is fixed: no adjacent plot, no phase two.
What to weigh. One bridge for cars is a single point of congestion, and event traffic adds to it. Few comparable sales mean selling takes longer than on the mainland. Service charges are high. There are no schools on the island.
Jumeira Bay: who needs the smallest of the five islands?
Someone buying for themselves who wants privacy together with a five-minute drive to the centre. Jumeira Bay is a small man-made island off the Jumeirah shore, laid out in the shape of a seahorse and joined to the mainland by a causeway.
The core of the island is the Bulgari resort and residences, with their own beach, marina and yacht club. Around them sit plots for private villas and a small number of houses built to individual designs.
The island is complete and finite: no new plots will appear, and it amounts to a few dozen properties. Few transactions occur in a year, and prices barely sag in a downturn. A foreigner takes full freehold.
What to weigh. Closed supply cuts both ways: the buyer on your exit can take a year or more to appear. Properties with a private beach and marina carry a high service charge. The price gap between the city-facing and sea-facing sides is material.
How do you choose between the five?
- A finished island and a villa with its own beach — Palm Jumeirah.
- Low density with the city a short walk away — Bluewaters.
- Privacy and minutes to the centre — Jumeira Bay.
- Entering early and prepared to wait years — Palm Jebel Ali and Dubai Islands.
One thing is common to all five: an island is hard work for a family with school-age children. Bluewaters has no schools, and on Palm Jebel Ali a school exists only on the plan.
What is specific to buying on an island?
- The way out. Palm Jumeirah has one road and Bluewaters one car bridge; Dubai Islands connect through a limited number of routes. Test them at peak.
- The service charge. Breakwater, beach maintenance and marine infrastructure are billed to owners. Ask for the actual figure and its history.
- Construction next door. On Palm Jebel Ali and Dubai Islands, ask what is planned between your building and the water: beachfront in a phased masterplan frequently becomes second row.
Judge an island by what is built and working on it today, not by its masterplan. On an island under construction you pay for a promise, and the price is lower for precisely that reason.
The essentials
Short answers to what people most often arrive with on this subject. Every figure states the period it belongs to — rates, visa thresholds and yields move.
How many islands in Dubai can you buy a home on
This guide covers five: Palm Jumeirah, Palm Jebel Ali, Dubai Islands, Bluewaters and Jumeira Bay. There is also The World, an offshore archipelago of around three hundred reclaimed islands, but it has no bridge and none is planned, access is by boat or seaplane, and only a handful of islands have been developed. That single fact limits daily living there.
Which Dubai island is best to live on all year
Of the finished ones, Palm Jumeirah and Bluewaters. The Palm is a large district with apartments along the trunk and beach villas on the fronds, but it has one road on and off. Bluewaters is far smaller and calmer, with JBR beach a five-minute walk away over the pedestrian bridge. Neither is a family district in practice: schools are on the mainland.
Which Dubai islands are still under construction
Palm Jebel Ali and Dubai Islands. On the second palm, sales resumed in 2023 and first handovers are expected in the second half of the decade, with roads and services being built alongside the housing. On Dubai Islands, beaches and several hotels operate while much of the residential and retail does not. Both mean several years of construction around an early-delivered home.
How do you get on and off the islands
Palm Jumeirah has one road plus a limited monorail, and leaving at peak times takes a while. Bluewaters has one road bridge and a pedestrian bridge to JBR. Jumeira Bay is joined to the Jumeirah shore by a causeway, minutes from the city centre. Dubai Islands connect to Deira by bridges through a limited number of routes, so check how they perform at peak.
How does Palm Jebel Ali differ from Palm Jumeirah
By being unfinished. Palm Jumeirah sells on being complete: beaches, hotels, restaurants and a secondary market with transaction history. Palm Jebel Ali is roughly twice the size, but the reclaimed land stood empty for fifteen years and sales resumed only in 2023. It has none of that infrastructure yet, and the price is lower for precisely that reason, not because somebody has mispriced it.
Why are service charges higher on an island
Island infrastructure costs more than a mainland plot and is billed to owners: the breakwater, beach maintenance, extensive landscaping, security and utilities distribution. On Bluewaters a generous amenity is shared among a low number of homes, and on Jumeira Bay a private beach and marina add to the bill. Treat the charge as a permanent cost and ask for the actual figure before you commit.
Can a foreigner buy a home on a Dubai island
Yes. On Jumeira Bay and on Palm Jebel Ali a foreigner takes full freehold, and transactions run on ordinary terms. Whatever the island, check the title on the documents for the specific property. On the islands still being built, add the escrow account and its name, the payment schedule and the assignment threshold in the contract.
