Dubai, Abu Dhabi or Ras Al Khaimah: where to live and where to buy property in the UAE
Three emirates, three jobs. Dubai: 3.8 million people, liquidity and an exit in weeks. Abu Dhabi: freehold only in investment zones, living costs about 12% lower. Ras Al Khaimah: 64 km of beaches and a $5.7bn Wynn resort due in September 2027.
Buy in Dubai for liquidity: a well-located home sells in weeks. Choose Abu Dhabi for a calmer city and a stable tenant, knowing freehold is limited to investment zones. Treat Ras Al Khaimah as a growth bet on the Wynn resort opening in September 2027 — a satellite holding, not the core.
The three emirates in numbers
These figures do not go stale within a quarter, so they are the right starting point.
| Measure | Dubai | Abu Dhabi | Ras Al Khaimah |
|---|---|---|---|
| Area | 4,114 km² | 67,340 km² | 2,478 km² |
| Population | 3.8m (2024) | 3.79m (2024) | about 400,000 (2023) |
| Drive to Dubai | — | about 90 minutes | about 60 minutes |
| Freehold for foreigners | nearly every district buyers consider | investment zones only | designated zones |
| Main argument | liquidity and choice | stability and culture | cheaper coast and a casino |
Where should you live: Dubai, Abu Dhabi or Ras Al Khaimah?
Live where you work. Commuting daily from Abu Dhabi to Dubai is unrealistic at ninety minutes each way. From Ras Al Khaimah it is about an hour — a lifestyle decision rather than a compromise.

- Dubai is dense, loud and permanently under construction, with the widest choice of districts, schools and home types. You pay in price and pace.
- Abu Dhabi is quieter and more spacious. Monthly costs excluding rent run about 12% below Dubai's, and average rent almost a quarter lower.
- Ras Al Khaimah offers mountains, 64 kilometres of beaches and the settled communities of Al Hamra Village and Mina Al Arab, with less city infrastructure.
Since 30 September 2026 an Etihad Rail passenger train links Dubai and Abu Dhabi in about 1 hour 4 minutes, from AED 39. With five departures each way it is a timetable for business trips, not daily commuting. More in our report on the train launch.
Where should you buy for income and a quick exit?
Dubai. The Land Department publishes every registered sale, so a price can be checked against the record rather than taken on trust. Tenants do not depend on one employer, and a resale buyer appears in weeks.
Entry costs are predictable: the 4% Land Department fee plus registration and related charges, around 7–8% on top of the price in total. Off-plan money sits in escrow and is released to the developer against verified construction progress.
The most liquid apartment addresses are Dubai Marina, Downtown, Business Bay and Dubai Hills; cheaper entry is found in JVC, Arjan, Dubai South and Sports City. District-by-district figures are in our Dubai areas guide.
Who is Abu Dhabi the right market for?
Someone who works in the capital or is prepared to hold for years. Demand comes from government, ADNOC, sovereign funds and the ADGM financial centre — a stable tenant base, but narrower than Dubai's.
The first question on any property is the status of the land. Freehold is available on Al Reem, Yas and Saadiyat, in Al Raha, Masdar and a few other zones. The DMT registers sales and the procedure differs from Dubai's.
Yields are usually higher than in Dubai, partly as payment for illiquidity: far fewer sales, and buyers who take months to appear. We compared six addresses in Abu Dhabi islands compared.
Why would an investor look at Ras Al Khaimah?
For the only structural catalyst outside Dubai: the country's first casino. Wynn Al Marjan Island, with 1,530 keys, is due to open in September 2027 after its budget rose to about $5.7 billion.
The emirate's market today is mostly the reclaimed Al Marjan Island. Land there is finite and hotel operators are arriving in numbers. A seafront house costs what a good Dubai apartment does, but takes longer to sell.
One discipline helps: model the case in which the catalyst fails. If the numbers work without the resort, the purchase is sound. If everything rests on it, you are placing a bet. We covered the delay in a separate note.
Matching the emirate to the job
Start with what the property must do, not with the price per square foot.
- Fast exit at a verifiable price — Dubai.
- Residency through property — Dubai, where the route is well established.
- A calmer life near a job in the capital — Abu Dhabi's islands.
- A seafront home on a tighter budget — Ras Al Khaimah: Al Hamra, Mina Al Arab.
- A growth bet with a catalyst — Al Marjan, as a small share of the portfolio.
Frequently asked questions
Which emirate is easiest for a foreigner to buy in?
Dubai. Freehold zones cover almost everything an international buyer would consider, and sales data is public. In Abu Dhabi and Ras Al Khaimah foreigners can buy only within designated zones.
Is property cheaper in Ras Al Khaimah than in Dubai?
Yes. Completed seafront homes are noticeably cheaper, though the gap is narrowing. The discount is compensation for thinner liquidity and less public sales data.
Can you live in Abu Dhabi and work in Dubai?
By car it is about ninety minutes each way, which is hard to sustain. The Etihad Rail train takes about 1 hour 4 minutes, but runs ten services a day in total and stations still need a car or metro connection.
When does the casino in Ras Al Khaimah open?
Wynn Al Marjan Island is scheduled for September 2027. The date moved from the first quarter of 2027 and the budget grew by $600 million, to about $5.7 billion.
Each emirate — what drives it, who it suits and what to check before a deposit — has its own page: Dubai, Abu Dhabi and Ras Al Khaimah.
