Jumeira Bay is a small reclaimed island off the Jumeirah coast where supply splits in two: plots for building and finished houses. For a buyer these are two different assets, and they should not be confused.

What a plot gives you

  • A house exactly as you want it. In the ultra-prime segment that is the main argument: a standard solution satisfies few people here.
  • A lower entry price than a finished house — but only until construction begins.
  • The best positions go first. Frontage, plot width and orientation matter more than the area itself.

And what it costs you

  • Time. Design, approvals, construction and fit-out on the island take years, during which the asset earns nothing and needs money.
  • Building on a reclaimed island is more expensive. Logistics, restrictions on access and works, and a limited pool of contractors willing to work in those conditions.
  • There are more rules than it seems. Height, footprint, setbacks, and requirements for facades and landscaping are set by the master plan, not by your taste. Read them before you buy the land, not after the first sketch.
  • An unbuilt plot is harder to sell. The pool of buyers for land is even narrower than for a finished house, and that is narrow already.

How to run the numbers

Add up the plot price, a realistic construction budget and the years without use — then compare the total with the price of a finished house of comparable quality. In ultra-prime the gap often turns out smaller than expected, because building here costs more than usual and takes longer.

What to check

  • The island’s full building regulations, in writing.
  • Approval timelines and who handles them.
  • Contractors who have built on the island and their timelines on comparable houses.
  • The master-community charge and what it covers: shoreline, landscaping, security, utilities.
  • What is being built next door and for how long.
  • An independent valuation. There are only a handful of transactions a year, almost no comparables, and prices are negotiated.
  • A realistic exit timeline — in this segment a sale takes months, sometimes years.
