Russian developers in Dubai: MERED’s Iconic Tower, Orange Group and Vos’hod — what has been built by 2026
In 2023 Pioneer (trading as MERED), Orange Group and Vos’hod announced UAE entries. By autumn 2026 the 66-storey, 310-unit Iconic Tower had reached level 22 with handover due 2027–28, Orange runs a completed 115-key building in JVC, and Nobu on Al Marjan has slipped to 2028.
In late 2023 several Russian developers said they were coming to the UAE. The reasoning was plain: high interest rates and a weak rouble made the home market less attractive, while Russian buyers were already among Dubai's largest groups of foreign purchasers. Three years later, it is worth checking who is actually building.
MERED and Iconic Tower
The most visible project belongs to the Pioneer group, which trades in the Emirates as MERED. Its first tower, Iconic Tower, stands in Dubai Internet City just off Sheikh Zayed Road and is the only residential building in that business district. The architecture is by Pininfarina, the Italian studio best known for its Ferrari work.
Early press reports spoke of 45 floors; the final design has 66 floors and 310 apartments with views towards Palm Jumeirah. According to the developer, the tower had reached about 125 metres in March 2026, with work under way on level 22. Handover is stated as Q3 2027, while some portals show Q1 2028 — a normal spread for a tower at this stage.

Orange Group: a finished building, not a construction site
St Petersburg's Orange Group took a different route. In March 2023 it bought a five-storey building in JVC that had been completed in 2020 and turned it into izzzi.life Mint, 115 serviced apartments for short-term rental. Investors buy a key in an operating hotel-style asset rather than an off-plan flat.
The risks are different too. Income depends on occupancy and management quality, and an advertised yield is a target unless the contract guarantees it. Ask for a full year of actual revenue and check exactly how title to the unit is registered.
Vos’hod and Nobu on Al Marjan
Through Enevoria Development, the Vos’hod group launched Nobu Hotel & Residences on Al Marjan Island in Ras Al Khaimah in November 2023: a hotel, a Nobu restaurant and close to three hundred residences next to the Wynn resort. Completion was pitched for 2026; portals now show Q1 2028, and a different developer appears on the project listing. What it means for buyers
A developer's country of origin is neither a plus nor a minus. In Dubai its projects follow the same rules as everyone else's: Land Department registration, a separate escrow account per project, and contractor payments released against progress. Check the same things you would anywhere — the project number, who receives your payments under the contract, and progress on site. A Russian-speaking sales team is convenient, but the binding contract is the English and Arabic text.
