Greece's golden visa: why the threshold now depends on where you buy

Before the reform the Greek golden visa was the simplest in Europe: one sum, anywhere in the country, any property. It now has tiers tied to geography, which means the choice of region has become part of the decision about status rather than only about where it is pleasant to live.

What changed, and why

The programme began to press on housing availability precisely where it was already scarce: central Athens, the Attica coast, Thessaloniki and the popular islands. The state's response was not to close the programme but to split the thresholds — higher where demand is high, unchanged where regions need investment.

The practical consequence for a buyer is unwelcome and simple: the figure remembered from an article two years old no longer describes the country. The threshold has to be checked against the specific region and the specific property.

A second change concerns the asset itself: requirements on how it may be used, and restrictions on short-term letting of property acquired under the programme. That alters the arithmetic for anyone who intended to combine status with nightly rental.

How the tiers work

The upper tier covers the high-demand zones — Attica with Athens and its coast, Thessaloniki, and the larger and more popular islands. These are also the most liquid markets in the country, which is why most applicants were buying there in the first place.

The base tier covers the rest of the territory. The gap between tiers is substantial, and it has genuinely redirected demand: buyers now look at regions they would not previously have considered.

A separate track exists for properties requiring renovation and for the conversion of commercial premises to residential, each with its own conditions and an obligation to carry out the works. The numbers are more attractive and the execution is harder, because a construction project is now part of the transaction.

What the status gives

The investment residence permit confers the right to reside in Greece and to travel within the Schengen area, and extends to a spouse and children, and to parents in the cases the law provides for. There is no requirement to live in the country — the key difference from programmes designed around genuine relocation.

The status is tied to holding the asset: selling the property ends the basis for it. Renewal is periodic and conditional on the investment being maintained.

A path to citizenship exists but it is long and demands real residence and the language. The golden visa does not shorten it.

What to verify before committing

The region and the applicable tier, against the rules in force at the date of application. Thresholds have been revised before and may be revised again.

Whether the property qualifies: its permitted use, the completeness of its permits, and the absence of unauthorised construction. A property where what was built differs from what was permitted does not qualify.

The restrictions on use, and how they sit alongside your intentions for letting.

And the running costs. ENFIA and municipal charges fall due every year for as long as you hold the asset in order to hold the status — which is the part of the calculation most often left out.
