Palm Jebel Ali is the second palm island: the land was reclaimed long ago, and active construction resumed after a pause of many years. A relaunched project is a special case, and the questions to ask differ from those for a new one.
What the pause gives
- The land already exists. Reclamation — the longest and riskiest part of a marine project — is done, and that matters.
- There is something to learn from. The first palm island stands nearby, built out and lived in: you can see how such projects work after twenty years, what upkeep costs and how the rental market behaves.
- The master plan has been revised. That is normal and usually for the better: layouts and content are reworked for today’s demand rather than the plans of the previous decade.
What to find out precisely because of the pause
- The condition of the reclaimed land and the infrastructure. Structures that stood for years need surveys and works; find out what has already been done and by whom.
- What happened to obligations from the earlier phase. If units were sold before, people may have rights and claims; this affects phasing and the development of specific plots.
- The new schedule and what backs it. Dates in a relaunched project are new promises, to be judged by the contractor and the escrow account, not by the site’s history.
- Transport links. The island is far from the centre; the road, the access routes and when they will be built are part of the purchase.
What to check on the property
- The escrow account, Oqood and the project licence — by number, before any payment.
- The main contractor and its track record on marine projects.
- A payment plan tied to construction progress, not front-loaded; the delay clause.
- What is open and built today — count it rather than read about it.
- The projected community charge and comparable figures from the first palm island: maintaining the shoreline and the infrastructure on reclaimed land is a permanent cost.
- A realistic horizon. An island of this scale fills up over years.
