What kind of developer this is
The land business
Nakheel is best understood as a land developer that also builds. It reclaimed Palm Jumeirah, laid out the plots and the services, and sold much of the development to others; the same pattern runs through the Dubai Islands. When you buy on the Palm you are buying an address that cannot be replicated, and the building on it is a secondary question.
Being state-owned matters for the reason it matters at Emaar, only more so. The company came through the 2009 restructuring with government support and continues to be the vehicle for coastline projects. Its master infrastructure gets finished.
The volume districts
JVC, Discovery Gardens, Al Furjan and Jumeirah Village Triangle are Nakheel masterplans where the plots were sold on to dozens of small developers. That is why quality inside one district varies more than between districts: a 2023 tower and a 2008 walk-up sit on the same street with the same postcode.
These are the most liquid rental districts in the city by transaction count, and for a yield buyer that is the point. Just do the building-level work — service charge history, association minutes, chiller arrangement — because at this end of the market that is where the money is won or lost.
What is coming
The Dubai Islands off Deira are the current large programme, and Palm Jebel Ali has restarted after a long pause. Both are long-horizon: infrastructure first, districts later, exactly as Palm Jumeirah went.
If you buy into that early you are underwriting a decade, not a cycle. It has paid extremely well on Palm Jumeirah and it has been slow elsewhere. Size the position accordingly.

The developer is inferred from the project name — there is no developer column in the base. So the figures describe our stock, not the company's share of the Dubai market: a developer sitting on an enormous volume of completed housing can look smaller here than one whose projects reach the resale market more often.
These are asking prices, not closed transactions. For a specific building I pull the registered Land Department sales and show where deals actually closed.
